The race for one of two U.S. Senate seats in Texas has become the most expensive non-presidential contest in American history. Candidates and outside groups have spent more than 573.2 million dollars on advertisements, according to the firm AdImpact. This spending surge underscores the financial stakes in a state that has not sent a Democrat to the Senate since 1988.

James Talarico, a 37-year-old state legislator and Presbyterian seminarian, is challenging Ken Paxton, the Republican attorney general. Talarico argues that the election is not a traditional partisan fight but a struggle between "the people on top and the people on the bottom." He contends that the current administration has failed to deliver on key campaign promises, specifically regarding price reductions and corruption.

Talarico cites a YouGov poll indicating that 56% of Hispanic voters in Texas believe immigration law enforcement has gone too far. He describes the Immigration and Customs Enforcement agency as a "secret police" under the Trump administration. In Houston, where a July incident saw an ICE agent shoot and kill Mexican worker Lorenzo Salgado Araújo, Talarico highlighted the use of masked agents in unmarked vehicles.

To address these concerns, Talarico proposes limiting ICE powers. His plan includes banning face coverings for agents, requiring body cameras, and ensuring officers have genuine law enforcement experience. He also supports comprehensive immigration reform that combines border security with a path to citizenship for long-term undocumented residents.

On the issue of asylum, Talarico stated the system needs reform but must allow anyone with a legitimate claim to seek refuge. He proposed hiring more immigration judges to process cases and filter out fraudulent applications. When pressed on whether he would restrict asylum protections like the current presidential decree, he said the law "deserves to be reviewed."

The financial dynamics of the campaign are dominated by outside groups. Paxton’s side has spent approximately 274.1 million dollars on ads, with 92% coming from external entities rather than his official campaign. Elon Musk, the world's wealthiest person, is the primary benefactor of these groups. According to CNN, at least 168 million dollars of the more than 445 million dollars Musk has given to Republicans have gone to groups supporting Paxton.

Talarico plans to ban "super PACs," organizations that can accept unlimited donations from individuals and corporations provided they do not coordinate directly with campaigns. However, his own campaign relies on a super PAC backed by Reid Hoffman, the founder of LinkedIn. Hoffman has contributed at least 11.5 million dollars to Talarico’s supporting group.

Addressing the irony of his position, Talarico noted that "no one has given me 200 million dollars." He characterized the funding disparity as a clear contrast between his campaign and Paxton’s. Talarico asserted that Musk "wants his own senator" in Texas.

The election will take place on November 3. Talarico aims to send a message to the billionaire investor by winning the seat. He described the contest as a test of whether Texas is available for purchase by outside money, a question that has defined the spending record of this cycle.
